Meet your Staff and Instructors

BSI-EPA Alliance instructors and contractors are nationally renowned experts in their field of study and have logged hundreds of hours of professional training in a classroom setting. All of our instructors hold higher education degrees and have a minimum of 15 years experience. Most of our instructors also have a government/military employment background. The instructors we assign to our courses combine theoretical techniques with proven field experience.
 

JEREMY P. KELLEY
TRAINING LEAD
BSI EHS SERVICES AND SOLUTIONS

Mr. Kelley is an experienced business and EH&S professional working directly in the oil and gas, energy and maritime field since 1998; primarily in Environmental Training. He is currently the Training Lead at BSI EHS Services and Solutions and the Founder and Director of Training for the EPA Alliance Training Group, which was founded in 2009 and is a private veteran-owned small business specializing in comprehensive and quality driven environmental training for both government and private sector clients around the world. Mr. Kelley has worked in and managed some of the largest environmental training organizations in the US, including Government Institutes, ABS Consulting, Aarcher Institute and now the EPA Alliance Training Group. Mr. Kelley has a A.S. in Environmental Technology from Palomar College and a B.S. in Environmental Science from the U.S. Marine Corps University at Cal-State San Marcos. Higher education upon request.

GERALD "JAY" COLLERT, CHMM, CET
SAFETY/ENVIRONMENTAL MANAGEMENT BRANCH, US FDA
EPA ALLIANCE INSTRUCTOR 

Jay Collert is the Environmental Protection Manager in the Employee Safety and Environmental Management Branch of the FDA. Jay has been in the environmental field since 1977, working first in the United States Air Force (USAF) as a certified water and wastewater operator. He was a Master Technical Instructor in the USAF, teaching advanced water and wastewater operations. In 1988, Jay was assigned to the environmental flight at Plattsburgh AFB, NY, where he starting managing environmental compliance programs.

 

After retiring from the USAF, he worked at Government Institutes as a program manager and instructor, developing and conducting environmental compliance courses nationwide. He continued that work with ABS Group, Aarcher Institute and now with the EPA Alliance Training Group. In 2010, he joined the United States Secret Service (USSS) as the environmental and sustainability manager. He came to the FDA in June 2012. Jay holds an MA in Public Administration and an MS in Education. He is also a Certified Hazardous Materials Manager, a Certified Environmental Trainer, and is an Associate Professor at the University of Maryland University College where he has been teaching business management and political science courses since 1992.

ROLF R. VON OPPENFELD
TESTLaw PRACTICE GROUP
EPA ALLIANCE INSTRUCTOR 

Rolf R. von Oppenfeld is an environmental lawyer with the TESTLaw Practice Group, who started out as a research chemist in the 1970s,  then worked for EPA headquarters (toxic substances, hazardous waste and Superfund offices) for a few years, and who thereafter has spent the past 27 years in private environmental law practice representing both public and private entities. 

He received his Juris Doctor, summa cum laude, Order of the Coif, from George Washington University in 1982.  He was a law partner with a large southwestern law firm where he worked for a dozen years and then set up his own environmental law firm some 15 years ago. Mr. von Oppenfeld has represented a wide variety of industrial and commercial entities, as well as state, tribal and local governments, in a nationwide environmental practice that includes facilities from Alaska to Florida.

Mr. von Oppenfeld has had over the years a significant national and international counseling and litigation practice involving various environmental issues.  A current particular emphasis is on the regulatory and legal compliance of industrial facilities and governmental operations, implementation of corporate components of management systems. With specific emphasis on Fortune 500 corporate policies, audit programs, management of change and regulatory development, and responding to upsets and release emergencies As well as management of regulatory concerns associated with U.S. and international real estate and industrial development, and also environmental and toxic tort dispute resolution.

MIKE ZIMMERMAN, PE, CHMM
PRINCIPAL CONSULTANT
BSI EHS SERVICES AND SOLUTIONS

Mike has more than 25 years of experience as a project manager in the fields of engineering and environmental health and safety (EHS) compliance. My specialties include regulatory agency negotiations; HAZOP facilitation, Process Hazard Analyses (PHAs); RMPs/PSMs; Tank testing. Environmental Compliance auditing; storm water Plans (SWPPPs), Spill Plans (SPCC Plans), site investigation/remediation, ISO 14000, and air dispersion modeling.

He's worked in a wide variety of facilities including biopharmaceutical facilities, Silicon Valley high-tech research and development and manufacturing facilities, telecommunications facilities, utilities (electrical power generating plants, publicly owned treatment plants), oil and gas refineries/terminals/bulk plants, food manufacturers, mines, and chemical manufacturing facilities. I work at construction sites, manufacturing facilities, research and development laboratories, and agricultural sites. Mike is also a registered Professional Engineer (PE) in three states, Certified Process Safety Auditor, Certified Professional Environmental Auditor, and a Certified Hazardous Materials Manager. I am also a registered Steel Tank Institute Certified Level 1 and Level 2 Aboveground Tank Inspector.

 

LINDSEY REFRO

PRINCIPAL CONSULTANT

BSI EHS SERVICES AND SOLUTIONS

Lindsey is an Environmental Scientist for air quality (construction and operating) permitting in all permitting media for numerous industry types, municipalities, and other governmental entities. She has extensive knowledge in project assessment for potential to emit, site wide air quality modeling, data review and reporting. Lindsey also performs assessments for Texas Administration Code Permit-By-Rule qualification, Best Available Control Technology, Title V Emissions Certification, Annual Emissions Inventory and Voluntary Compliance Audits in accordance with the Clean Air Act and provides assistance to licensed Professional Engineers in determining regulatory compliance issues as well as acting as client and regulatory liaison.

JOYCE A. RIZZO
JD2 ENVIRONMENTAL, INC.
EPA ALLIANCE INSTRUCTOR 

Joyce A. Rizzo is President and co-founder of JD2 Environmental, Inc. (JD2), where she manages several storage tank inspection and auditing programs, develops and conducts specialized training programs, and for provides expert testimony on various aspects of storage tank management. She has more than 35 years experience in all aspects of environmental engineering and management, including 12 years in the petroleum industry. Ms. Rizzo spent 20 years as an environmental consultant involved in risk assessment and environmental engineering programs designed to evaluate potential risks and liabilities associated with facility operations and property transfer, storage tank management, and expert testimony. She holds a Bachelor of Science degree in Chemical Engineering and a Management Graduate Certificate from Northeastern University in Boston, MA. She is the editor and principal author of Underground Storage Tank Management: A Practical Guide, 5th Edition, and Aboveground Storage Tank Management and SPCC Guide, 2nd Edition, co-founder of the Leak Detection Technology Association (LDTA), a member of the American Institute of Chemical Engineers (AIChE), and Chairperson of the National Fire Protection Association (NFPA) Technical Committee on Tank Leakage and Repair Standards. She conducts seminars on storage tanks and has authored numerous articles on storage tanks, environmental assessments, SPCC requirements, and auditing.

DAVID PIERCEY
JD2 ENVIRONMENTAL, INC.
EPA ALLIANCE INSTRUCTOR 

Mr. Piercey is the Vice President of JD2 Environmental, Inc. and provides technical expertise in underground storage tank (UST) design, installation, closure, remediation, inspections, maintenance programs, and training, as well as environmental liability assessments. Prior to the formation of JD2 in January 2002. Mr. Piercey was Vice President at Lexicon Environmental Associates, Inc. Prior to Lexicon, Mr. Piercey was Operations Manager at Groundwater Technology, Inc. where he was in charge of the operations of all Precision Testing and UST Assessments throughout the United States and Canada. Mr. Piercey was responsible for all contracts, testing, and quality control. Mr. Piercey started in the Precision Testing business as New England Field Manager for Hunter Environmental Services with testing experience throughout the United States, Canada, Mexico and Puerto Rico. Currently, Mr. Piercey is a speaker for the EPA Alliance Training Group courses on Storage Tanks and SPCC Management and conducts an audio conference on aboveground tanks for Progressive Business Conferences.

WILLIAM "BILL" LINDBERG, CET, CHMM
LINDBERG COMPLIANCE SERVICES GROUP
EPA ALLIANCE INSTRUCTOR 

Mr. Lindberg is currently the principal trainer and consultant for the Lindberg Compliance Services Group and serves as an instructor for the EPA Alliance Training Group. Mr. Lindberg also provides consulting services related to construction and hazardous waste site work safety and compliance including serving as the On-Site Safety Officer, auditing site safety, and compliance with regulations contract specifications and related tasks. He serves as a technical resource for clients during hazardous materials emergency response, hazardous waste remediation, construction and investigation projects. He also provides on-site project management to contractors and consultants during unique or difficult assessments and or remediation. Lindberg Compliance Services Group assists contractors and consultants with the development, implementation, monitoring, and enforcement of site-specific safety plans. Projects range from underground tank removal and remediation to large-scale Superfund sites. Bill has a BS degree from University of Wisconsin and is a Certified Hazardous Materials Manager (CHMM) and a Certified Environmental Trainer (CET).
